New Reactor Regulatory Program
AdSTM provides technical assistance to regulatory authorities in countries of
Europe and Asia to develop organizational infrastructure and regulatory framework
for new reactor programs. The program is based on US NRC experience, IAEA guidance,
and practice in “small nuclear countries”. All concepts, models, requirements and
guidance are tailored for implementation in countries with limited financial
and technical resources.
Major activities include:
- Development of licensing models
- Development of country specific regulatory program roadmap
- Organizational Infrastructure – staffing and training requirements
- Regulatory program – development of a system of requirements and guidance for various stages of regulatory oversight
- Development and conduct of training for new regulatory staff

Regulatory Control of Radiation Sources
AdSTM provides technical assistance to regulatory authorities in countries of Europe and
Asia to re-establish and maintain regulatory oversight over safe and secure use of
radiation sources. The program is guided by the IAEA “Code of Conduct” and recent
experience in “small-to-medium size” countries.
Major activities include:
- Inventorying of radiation sources
- Establishment of National Registries for radiation sources
- Update/development of laws, rules and regulations
- Licensing procedures and seminars
- Inspection procedures and training
- Development of regulatory tools
- Training of regulator and end user personnel
- Equipment procurement
- Radiation source relocation
